While conservatives on the Supreme Court expressed deep skepticism about a key provision of the Voting Rights Act, suggesting it was no longer necessary? literally across the street at just about exactly the same time the President and Congressional leaders were unveiling a statue to honor Rosa Parks, an icon of the civil rights movement.

Across the street, they weren't memorializing a hero, but discussing the future of a 48-year-old law. Supreme Court Justice Antonin Scalia was talking about the continued Constitutionality of the Voting Rights Act, a landmark piece of legislation first passed about a decade after Parks refused to stand up.

Scalia was talking about the unanimous vote to reauthorize the Voting Rights Act in 2006.

"I think it is attributable, very likely attributable, to a phenomenon that is called perpetuation of racial entitlement. It's been written about. Whenever a society adopts racial entitlements, it is very difficult to get out of them through the normal political processes.

"And I am fairly confident it will be re-enacted in perpetuity unless a court can say it does not comport with the Constitution," he continued. "You have to show, when you are treating different states differently, that there's a good reason for it. "

Scalia said, "That's the concern that those of us who have some questions about this statute have. It's a concern that this is not the kind of a question you can leave to Congress."

Pharmacist sentenced to 2 years Pa. steroids case

PITTSBURGH (AP) ? A pharmacist has been sentenced to 2? years in federal prison after pleading guilty to helping a former Pittsburgh Steelers team doctor illegally distribute anabolic steroids in an investigation spun off from a national crackdown on the performance enhancing drugs.

William Sadowski, 47, of Robinson Township, pleaded guilty in November to conspiracy to possess with intent to distribute anabolic steroids and human growth hormones, or HGH, and was sentenced Tuesday by Senior U.S. District Judge Maurice Cohill Jr.

Sadowski has acknowledged helping Dr. Richard Rydze illegally distribute the body-building substances and other drugs used to prevent their negative side effects or, at least, mask their use. On Tuesday, the married father of two told the judge he let greed and profit cloud his judgment.

"I started worrying more about the bottom line than doing the right thing the right way," Sadowski said, tearfully.

Rydze, 62, has denied wrongdoing, pleaded not guilty and is awaiting trial in the alleged steroids conspiracy that began a few months after the Steelers cut him from their medical staff in 2007 after more than two decades.

The team and Rydze have previously said he didn't supply steroids to Steelers players, though the investigation that targeted Rydze and Sadowski spun off from a national probe that included Applied Pharmacy Services in Mobile, Ala., which was identified as a supplier in U.S. Sen. George Mitchell's landmark 2007 report on steroid use in Major League Baseball.

The Alabama pharmacy was raided in August 2006 and shut down by the federal Drug Enforcement Agency. Its customer list included baseball players, including Gary Matthews Jr., some World Wrestling Entertainment personalities, and former heavyweight boxing champ Evander Holyfield, who has denied using steroids, let alone obtaining them from APS. The Alabama raid resulted in the conviction of five staff pharmacists, and several doctors across the country who obtained steroids illegally through the pharmacy.

Assistant U.S. Attorney Matthew Kall argued that Sadowski deserved prison to deter other pharmacists, and because he knew he was operating his Pittsburgh-based ANEWrx pharmacy illegally.

"He was essentially living a double life," Kall said, referring to 20 friends and family members there to support Sadowski.

Among other things, Kall said Sadowski "took over" the Alabama pharmacy's business once it shut down. Sadowski also faces sentencing March 4 in Allegheny County Common Pleas Court for filing fraudulent Medicare claims at a previous pharmacy, Kall said.

Sadowski's defense attorney in that case, James Wymard, attended the federal court sentencing and said he's hopeful Sadowski's sentence on those charges, filed by the Pennsylvania attorney general's office, will run concurrent to the federal sentence.

Federal prosecutors said Sadowski's pharmacy was licensed to dispense prescription drugs in at least 44 states and that he hired a registered nurse, John Gavin, 51, to "research the status of criminal prosecutions across the county for illegal distribution of anabolic steroids and HGH." Sadowski's pharmacy allegedly developed drug combinations, or "stacks," that included steroids, HGH and other substances ? many used to legitimately treat breast cancer and other maladies ? that, when taken with the steroids, were meant to prevent their undesirable side effects.

Gavin has previously pleaded guilty and is scheduled for sentencing March 26.

Rydze's patient base was so broad in Pittsburgh that federal authorities took the unusual step of having FBI agents from Ohio investigate. Kall, the prosecutor who handled Tuesday's sentencing, is also based in Cleveland, where U.S. Attorney's spokesman Michael Tobin declined comment on the sentencing.

Among other things, Rydze had a contract to perform physicals for the agents who worked at the Pittsburgh FBI office, and at least one staff member in the U.S. Attorney's Office in Pittsburgh was a patient of Rydze's. Neither that person nor any FBI agent is accused of obtaining steroids from the doctor.

BOSTON (AP) ? A Vermont nurse disfigured in a 2007 lye attack has received a new face at a Boston hospital.

Carmen Blandin Tarleton's full facial transplant at Brigham & Women's Hospital included transplanting a female donor's facial skin to Tarleton's neck, nose and lips, along with facial muscles, arteries and nerves.

Hospital officials say the 44-year-old Thetford, Vt., woman suffered burns on more than 80 percent of her body after her estranged husband attacked her.

Tarleton's sister said Wednesday she showed "great appreciation" for the gift she's been given.

The donor's family believes their loved one's spirit lives on in Tarleton.

Tarleton has undergone more than 50 surgeries. The latest took 15 hours and included a team of more than 30 medical professionals.

Tarleton once worked as a transplant nurse.

African Rainbow H1 profit falls on weaker iron ore prices

JOHANNESBURG (Reuters) - South African diversified miner African Rainbow Minerals (ARM) said on Tuesday that its first-half earnings had dropped by a third, hurt by a fall in iron ore prices and by rising costs.

ARM, which has interests in nickel, coal, platinum, iron ore, chrome and manganese, said headline earnings per share for the six months to end-December had fallen to 654 cents a share, from a restated 937 cents per share a year earlier.

Sales of iron ore increased 10 percent to 7.4 million tonnes, but the company received less for each tonne as dollar prices for the steel-making ingredient fell 28 percent.

Ferrous metals, which include iron ore, are the largest contributors to the earnings of the group, which has a market value of 42 billion rand.

ARM's board has approved the start of a 5.8 billion rand project that will expand its Black Rock Mine manganese production from 3 to 4 million tonnes a year over the next four years.

ARM said it is focusing on growth of production in iron ore, nickel, coal and copper.

"A positive development since the end of the reporting period has been the recovery in iron ore, platinum group and manganese ore prices," the company said.

ARM's shares have gained 1.6 percent in the last 12 months, outperforming the Johannesburg bourse's resources index, which has lost 8.2 percent over the same period.

A collaboration between the National Oceanography Centre (NOC) and the University of Southampton is to develop an instrument capable of simulating the high pressures and low temperatures needed to create hydrate in sediment samples.

Dr Angus Best of NOC and Professors Tim Leighton and Paul White from the University of Southampton's Institute of Sound and Vibration Research (ISVR) have been awarded a grant of 0,8 million by the Natural Environment Research Council (NERC) to investigate methods for assessing the volume of methane gas and gas hydrate locked in seafloor sediments.

Dr Best, who is leading the project, explained: "Greenhouse gases, such as methane and carbon dioxide, are trapped in sediments beneath the seafloor on continental shelves and slopes around the world. Currently, there are only very broad estimates of the amount of seafloor methane and hydrate."

The team plan a series of experiments on a range of sediment types, such as sand and mud. They intend to map out the acoustic and electrical properties of differing amounts of free methane gas and frozen solid methane hydrate.

The laboratory-based approach adopted by the team will involve the development of a major new Acoustic Pulse Tube instrument at NOC. Using acoustic techniques and theories developed by the ISVR team, they aim to provide improved geophysical remote sensing capabilities for better quantification of seafloor gas and hydrate deposits in the ocean floor.

"Not much is known about the state of gas morphology bubbles. Muddy sediments show crack-like bubbles, while sandy sediments show spherical bubbles. Only dedicated lab experiments can hope to unravel the complex interactions. By creating our own 'cores' of sediment material in a controlled environment where we know the concentrations of methane or carbon dioxide, we can create models to help us with in situ measurements on the seafloor."

There is significant interest in sub-seafloor carbon-dioxide storage sites. Methane hydrates are a potential energy resource that could be exploited in future. They may also contribute to geo-hazards such as seafloor landslides it is thought that earthquakes and the release of gas hydrates caused the largest-ever landslide, the Storegga Slide, around 8,000 years ago.

Professor Leighton said: "The three of us have collaborated in recent years in an experiment that used acoustics to take preliminary measurements of gas in the muddy sediments revealed at low tide. Those measurements, and the acoustic theory we developed to interpret the data, provided exactly the foundation we needed to undertake this critically important study that will be relevant to the seabed in somewhat deeper waters.

"As a greenhouse gas, methane is 20 times more potent per molecule than carbon dioxide. There is the potential for climate change to alter sea temperatures and cause more methane gas to be released from seabed hydrates into bubbles which reach the atmosphere. It is therefore vital that we have the tools to quantify and map the amount of methane that is down there."

In 2012 NOC's Dr Veit Huehnerbach from the DST-Marine Geosciences Group was involved in an expedition to recover a long-term seabed observatory called MAOX on the Arctic seafloor. MAOX (Motiroting Arctic Seafloor Ocean Exchange) monitored methane flares off the west coast of Svalbard for two years between 2010 and 2012.

The National Oceanography Centre (NOC) is the UK's leading institution for integrated coastal and deep ocean research. A collaboration between the National Oceanography Centre (NOC) and the University of Southampton is to develop an instrument capable of simulating the high pressures and low temperatures needed to create hydrate in sediment samples.

Dr Angus Best of NOC and Professors Tim Leighton and Paul White from the University of Southampton's Institute of Sound and Vibration Research (ISVR) have been awarded a grant of 0,8 million by the Natural Environment Research Council (NERC) to investigate methods for assessing the volume of methane gas and gas hydrate locked in seafloor sediments.

Dr Best, who is leading the project, explained: "Greenhouse gases, such as methane and carbon dioxide, are trapped in sediments beneath the seafloor on continental shelves and slopes around the world. Currently, there are only very broad estimates of the amount of seafloor methane and hydrate."

The team plan a series of experiments on a range of sediment types, such as sand and mud. They intend to map out the acoustic and electrical properties of differing amounts of free methane gas and frozen solid methane hydrate.

The laboratory-based approach adopted by the team will involve the development of a major new Acoustic Pulse Tube instrument at NOC. Using acoustic techniques and theories developed by the ISVR team, they aim to provide improved geophysical remote sensing capabilities for better quantification of seafloor gas and hydrate deposits in the ocean floor.

"Not much is known about the state of gas morphology bubbles. Muddy sediments show crack-like bubbles, while sandy sediments show spherical bubbles. Only dedicated lab experiments can hope to unravel the complex interactions. By creating our own 'cores' of sediment material in a controlled environment where we know the concentrations of methane or carbon dioxide, we can create models to help us with in situ measurements on the seafloor."

There is significant interest in sub-seafloor carbon-dioxide storage sites. Methane hydrates are a potential energy resource that could be exploited in future. They may also contribute to geo-hazards such as seafloor landslides it is thought that earthquakes and the release of gas hydrates caused the largest-ever landslide, the Storegga Slide, around 8,000 years ago.

Professor Leighton said: "The three of us have collaborated in recent years in an experiment that used acoustics to take preliminary measurements of gas in the muddy sediments revealed at low tide. Those measurements, and the acoustic theory we developed to interpret the data, provided exactly the foundation we needed to undertake this critically important study that will be relevant to the seabed in somewhat deeper waters.

"As a greenhouse gas, methane is 20 times more potent per molecule than carbon dioxide. There is the potential for climate change to alter sea temperatures and cause more methane gas to be released from seabed hydrates into bubbles which reach the atmosphere. It is therefore vital that we have the tools to quantify and map the amount of methane that is down there."

MAOX (Motiroting Arctic Seafloor Ocean Exchange) monitored methane flares off the west coast of Svalbard for two years between 2010 and 2012.

Small Canadian satellite to hunt big space rocks

A suitcase-sized Canadian spacecraft launched Monday aboard an Indian rocket is designed to spot large asteroids that cross paths with our planet.

A small Canadian satellite launching from India on Monday will be the first spacecraft specifically designed to search for large asteroids and monitor space junk in the solar system.

The Canadian Space Agency's Near-Earth Object Surveillance Satellite, or NEOSSat, will seek out and track huge space rocks orbiting the sun from its position in Earth orbit, its builders say. The satellite will also track space debris and satellites still in service in Earth's orbit, splitting time between its two missions.

"The project with the CSA is essentially to survey the sky and get the best, improved near-Earth asteroid population and the ones that can sometimes cross Earth orbit," said Denis Laurin, a CSA space astronomy program scientist working on the NEOSSat mission.

The $25 million NEOSSat spacecraft is about the size of a suitcase and destined to circle the Earth every 100 minutes in an orbit about 497 miles (800 kilometers) above the planet. [See how NEOSSat tracks asteroids (Video)]

NEOSSat is due to blast off atop an Indian Polar Satellite Launch Vehicle at 7:20 a.m. EST (1220 GMT) on Monday from the Satish Dhawan Space Centre in Sriharikota, India. The PSLV rocket will also launch the larger SARAL ocean-monitoring satellite for the Indian Space Research Organisation and five other small spacecraft, including two tiny nanosatellites billed as the?world's smallest space telescopes.

One benefit to having NEOSSat in orbit and hunting for asteroids is that the satellite can survey the sky during Earth's night and daylight hours, Laurin added.

Most ground-based?asteroid mapping technologies?today require a dark sky, but a space telescope like NEOSSat doesn't depend upon the night sky. When searching from orbit, the satellite can survey parts of the sky close to the sun, a nearly impossible feat for ground telescopes, said William Harvey, a CSA senior project manager with NEOSSat.

NEOSSat will analyze the asteroids it monitors in great detail, giving scientists the chance to understand what the space rocks could be composed of and where their orbits take them, mission scientists said.

The small spacecraft isn't capable of catching relatively small space rocks like the Russian meteor that exploded over the city of Chelyabinsk on Feb. 15, or?asteroid 2012 DA14, a?130 foot (40 meters) rock?that buzzed close by Earth on that same day.

"NEOSSat will probably reduce the impact hazard from unknown large NEO's by a few percent over its lifetime, but is not designed to discover?small asteroids near the Earth?that may be on collision course," NEOSSat co-principal investigator Alan Hildebrand of the University of Calgary told SPACE.com.

Instead, the satellite aims to track Atira and Aten class space rocks ? asteroids that pass within Earth's orbit or occasionally cross the planet's orbit, Hildebrand added.

The asteroids NEOSSat will search for are at least 31 million miles (50 million kilometers) from Earth. The satellite will look slightly behind and in front of the Earth, as well as east and west of the sun to spot any asteroids far off in Earth's orbit.

"I'm hoping people will get interested in following up the NEOSSat mission with other missions. Maybe some of the?asteroids?will become candidates for future missions or mining," Harvey said. "They could be unmanned or other endeavors. It's a very interesting time. This could be the start of one of the next missions for humans."

NEOSSat's mission is part of the High Earth Orbit Surveillance System project by the Defence Research and Development Canada agency, which is a partner in the mission with CSA. It was built by Microsat Systems Canada, Inc., which also built the CSA's small MOST space telescope that launched in 2003.
