FOR those living or working near flood plains along New Jersey's ocean or river fronts, it's been nothing but bad news lately.

A new study measuring the threat that rising seas pose to coastal communities found that among states with municipalities at elevated risk of severe flooding, New Jersey was tied for third place (with North Carolina). And inland, towns along the Raritan, Passaic and Delaware Rivers have recently been walloped by a series of intense storms that left thousands of home and business owners reeling. The increased frequency of these flood-causing events has scientists wondering if this is the "new normal" for New Jersey, while public officials, engineers and insurance companies grapple with how to respond.

"We don't know what normal is anymore," said David A. Robinson, the state climatologist, noting that 2011 was the wettest year on record in New Jersey. "We don't know if it's a trend, or just an episode. We know humans are having an impact on global temperatures, and there's some suggestion that that's triggering more rainfall."

The study of rising sea levels and an accompanying report, "Surging Seas," released in March, predict that the ocean could rise a foot over the next 30 to 40 years, increasing the vulnerability of the 3.7 million Americans living less than four feet above sea level. Like North Carolina, New Jersey has 22 municipalities in which more than half the population lives below the four-foot mark, according to the study. (Florida has 106 such communities, Louisiana 65.) Produced by the nonprofit Climate Central in Princeton, the study (http://sealevel.climatecentral.org) includes an interactive map that outlines the threat levels to 3,000 coastal areas. Along with Atlantic City and Cape May, the more vulnerable sites in New Jersey include two cities that surprised Benjamin Strauss, the studys author: Hoboken and Jersey City.

"When you talk about rising seas," he said, "people automatically think of houses at the beach. But you get that gentle slope back in places like Hoboken that can cause more trouble."

Rivers, too, can cause trouble. New Jersey's inland riverfront communities have been hit harder than coastal areas by nearly annual storms in recent years, including Hurricane Irene at the end of August and Tropical Storm Lee in the first week of September; both caused severe flooding.

Responses have run the gamut - everything from dismantling houses most directly in harm's way to fortifying their peripheries with retaining walls and systems to redirect water.

Manville, at the confluence of the Millstone and Raritan Rivers in Somerset County, has been flooded repeatedly in recent years. "We've had our fill of it," said Gary P. Garwacke, the borough's administrator and engineer, who has joined with his counterparts in neighboring towns to form the Raritan-Millstone Flood Control Commission, in search of long-range plans beyond buying out or elevating homes deemed to be under threat.

After Hurricane Floyd in 1999, the Federal Emergency Management Administration and the state joined forces to buy out and raze 44 badly flooded homes in Manville. Since Irene, Manville has received $3.9 million in federal and state funds to buy and dismantle 15 houses, Mr. Garwacke said. In Wayne, close to 50 houses are in line to be bought and torn down.

Manville's neighbor Bound Brook has also been victimized by flooding. But damage was less severe last year as a result of an Army Corps of Engineers effort begun in the 1970s, the Green Brook Flood Control Project, a complex system of levees, flood walls and bridge alterations that cost $120 million. With 85 percent of the project complete by the time Hurricane Irene struck (and the rest scheduled for completion later this year), downtown Bound Brook got three feet of water last August, versus the 12 feet produced by Floyd, said Dale Leubner, a project engineer, who added, "It lessened both the area affected and amount of water significantly."

Somerset County was particularly hard hit last year, and many towns are still recovering, to judge by the results of a door-to-door survey of 1,400 county homeowners just completed by the Somerset Area Disaster Recovery Committee. Lynn Weckworth, a volunteer on the committee, said some people had yet to move back into their houses, and others had yet to clean out their basements.

"Some people were so overwhelmed, they just couldn't deal with it at all," Ms. Weckworth said, explaining that the survey offered a way "to see the scope of needs and prioritize where we should be addressing first."

Development has only worsened flooding, with paved surfaces and culverts giving heavy rains fewer places to soak into the ground. In response, some new building projects are including plans to reopen waterways. One such project was recently completed at the former Magic Marker site in Trenton, which is being redeveloped for affordable housing and green space. The engineering firm Princeton Hydro was hired to open up a piped-in water system, re-exposing 1,200 feet of natural stream known as Petty's Run. Geoffrey Goll, a founder of Princeton Hydro, said that only minutes after the waterway was reopened, "kids came down and started picking frogs out of the stream."

Houses carrying mortgages are required to carry flood insurance if they are in flood plains. But once a mortgage is paid off, homeowners often drop their flood insurance, said Jeff Wyrsch, a vice president of Van Dyk Insurance in Beach Haven Terrace. He added that those living outside of flood zones rarely bought flood insurance.

"For all the flooding we've seen in New Jersey," Mr. Wyrsch said, "most of it has not been at the shore. It's along the rivers where people don't think about getting flood insurance. The only time we have people coming in asking for it is after they've been affected. It's always in hindsight."

We got wind of a new rumor about what may be next in the EVO line this afternoon, and some of the best reactions were about the kickstand. Yes, it's rumored to have one, and yes, lots of folks are happy about it. I understand, because I am, too! To me, of all the things that were great about the original EVO 4G (and there are a lot of them) the kickstand always stood out the most. The OG EVO not only changed the game with it's big screen, but having a method to lean it back and watch a movie or two was huge. It was a stroke of genius, other phones have come with one since, and many of us are hoping HTC and Sprint bring it back.

Of course, there's likely just as many folks who don't give a hoot, and even some who think we're a bit crazy to love the kickstand so much. Maybe they're right. Too often, customer service myths hold us back from delivering good service because we don?t really understand the customer and we end up focused on tactics that don?t really work for customers.

In our quest for good customer service, and providing exceptional customer experiences, it?s essential that our focus be on real customer service, not myths about customer service. What are the customer service myths that holding you back? I?d like to suggest 4 myths of great customer service.

The Myths of Great Customer Service

Myth #1: Customer service means ?the customer is always right?.

Almost every customer service professional by now has heard the adage ?the customer is always right!? In fact, most of the corporate training sessions in customer services start with these phrases and these words are drilled in employees minds day in and day out.

?The customer is always right? slogan and thinking pattern has reaped rich rewards for corporate trainers, but done little to help organizations establish really great customer service.

The customer is wrong, a lot. Don?t kid yourself and say otherwise. Customers don?t read instructions, they don?t read Web site service or product descriptions, they follow instructions incorrectly, they break things. They?re often confused. The customer it NOT always right.

REALITY: Customers are wrong. However, right or wrong, they?re still the customer. You want them to shop with you, not your competition.

Forget right or wrong, it doesn?t really matter. Your focus should be on understanding your customers? needs and expectations, then positioning your team and organization to meet and exceed those expectations through your performance. Real motivation to your organization shouldn?t be focused on being right or wrong, rather on winning the customer.

Myth #2: Great customer service requires high employee salaries.

One of the most common answer that people sitting at the top give when faced with the question of depleting customer service standards; is that to get the best customer service people costs a lot. Or to keep them, requires outrageous salaries or bonuses. It?s often thought that by hiring a higher paid employee, the service standards increase.

Wrong.

Higher pay only guarantees you one thing: higher employee costs to your organization.

REALITY: Great customer service is about passionate people-focused people.

Great customer service starts with hiring the right people. Great customer service companies have passionate people, passionate about service. Pay is important, yes, they can?t be satisfied working at your organization while living on the street. But throwing money at people won?t make them serve better. Employees want meaning in what they do, they want goals, flexibility in work, and autonomy in their day-to-day responsibilities. Great customer service employees need attention and recognition for hard work?because great customer service is hard work.

I?ve often told my team members and other managers I work with that my interview process is an audition. I don?t bring in resumes, I study that before meeting the individual. I let the individual do most of the talking, with a few follow up questions just to dig a bit deeper into their personality and how they do things. I?ve already reviewed background, what they did, when they did it, where they were, etc. When I meet with a candidate at an interview, it?s their time to prove that they?re a service-minded person. The things they like, the things they do, the way they do it. It all tells you where they?re a service, people person or not. I?ve passed on really technically talented candidates because service-wise, they were lacking what it took to really wow people through service. It doesn?t do well for the customer experience if they got the right answer but the customer could tell that the customer service agent was annoyed or frustrated.

Myth #3: Great customer service requires a large staff of employees.

Most often customer service team leaders or people in strategic positions within an organization think that the answer of decrease in service standards is to increase the number of customer service employees and have additional people in the setup who can take care of customers.

Employees without service orientation and lack of effective training will only add to the companies? wages bill rather than making a positive contribution in capturing a larger market share.

REALITY: Great customer service focused people, in the right setting, continue to serve great. Whether it be 10, 100, or 1000. Because good customer service is not about quantity, it?s about quality.

Having the right employees with the right attitude and mindset is what matters rather than merely increasing the headcount. Quality really matters over quantity. You can have a team of 1 customer service person and if that person isn?t right for customer service, you?ll have problems. But if you focus on bringing in the best service focused people, you can have 10, 100, 1000, or more and continually be able to deliver great customer service. Great customer service isn?t numbers, it?s quality interaction, with the goal to help the customer to resolution, each and every time.

Myth #4: Great customer service ensures repeat business.

Companies think that by making sure that they have one of the best trained employees who handle tough and demanding customer situations effectively will ensure repeat customers as they will be able to provide ?wow? experience time and again.

Service excellence no doubt is one the most important criteria but not the only one for a customer to decide or fix his loyalties. Infact; in today?s age of the internet; there are practically zero royalties of customers towards a particular business. It is more a matter of convenience and the customer will shift onto a provider who will be able to offer convenience in doing business. So it could be a large format retail store or a remote online shopping store; it is convenience which rules the roost along with service excellence.

So what is good customer service all about?

This mistake is committed once too often by companies. The real catch of attracting customer?s attention is to come up with products and services which are made keeping the customers in mind and not the competition. What a customer desires, his needs and expectations from a brand or a product is what should be the base of the companies operations and not what the competition is up to.

Companies should introspect their systems and processes and their entire operational line of thoughts in accordance with these top 5 customer service myths of 2009 and the results will show that in all probability they would have some serious changes to make in the way that they do business.

Ignoring the importance of family, culture and environment in pregnancy and childbirth

A proposal by the Whanganui DHB (WDHB) and MidCentral DHB (MCDHB) ignores the importance of family, culture and environment in pregnancy and childbirth.

The New Zealand College of Midwives and its members are opposed to the proposal which would see the removal of acute maternity and gynaecological services from Whanganui Hospital, forcing up to 400 women to travel more than 70 kilometres to Palmerston North Hospital, each year.

College CEO, Karen Guilliland says the proposal has not adequately considered all the practical and emotional implications for women and their families, the cultural impact on local iwi, and the workforce impact on both Palmerston North and Whanganui Hospitals or the midwifery service. She says the regions women and babies deserve better.

?This proposal overlooks the needs of women at a time when they can feel particularly vulnerable and should be near their homes and whanau,? she says. ?The importance of local iwi and whanau has been poorly considered; their relationship to the land and their whanau being ignored,? she says.

Maori women and their whanau make up almost 50% of the population currently using Whanganui Hospital?s full maternity service.

?Many babies will have a different and distant birthplace from home and expected iwi affiliations, and many families will not be able to afford the extra child care for other children, travel and accommodation required when mothers are transferred out of their own communities,? adds Ms Guilliland.

Continuity of care and whanau support are key in ensuring good outcomes, particularly for vulnerable families. Maternity services should promote continuity and trust in caregivers, not make it more difficult. In-patient care in Palmerston North Hospital for Whanganui women means fragmented care away from home and their LMC,? she says

The College says Whanganui achieves good outcomes for mums and babies under the current system, according to the recent information in the Ministry of Health?s Clinical Indicators (March 2012). Conversely the high intervention rates for some procedures at Palmerston North require investigation before more women are transferred there.

?Hundreds more women having their babies in at Palmerston North Hospital will no doubt put extra pressure on the midwives and maternity teams, women, babies and families. No extra birthing rooms are planned for Palmerston North Hospital, and only three extra antenatal beds are to be added, creating a likely situation of overcrowding, shorter postnatal stays and overworked staff. This stretches an already busy service?s ability to provide the best possible outcomes for women and their babies,? she says.

Despite the WDHB stating that they have been unable to recruit obstetrics and gynaecology specialists, the College believes fragmented management systems and employment practices are more likely to contribute to the lack of successful retention of locums and other staff.

?We are also concerned that there is little in the proposal that suggests adequate measures will be put in place to support the midwifery workforce, neither employed nor self employed,? says Ms Guilliland.

?The additional responsibility this proposal places on midwives in this region has so far been undervalued and underestimated. Should this plan go ahead, midwifery practices would require significant expansion to cover not only Whanganui but the regions outlying areas.? Access, transport and emergency protocols have not been discussed with midwives. This must occur before any changes are considered, let alone decided on. This proposal needs more time to develop solutions which advantage women, babies and the community as well as enhancing the health workforce ability to provide them in a way which improves maternity outcomes,? she adds.

The College contends that the DHBs need to go back to the drawing board, use appropriate and comprehensive avenues for consultation and advice, and base any new service configuration and allocation on the needs of the community, and the ability of the workforce in total to provide the best maternity support and care, safely and effectively.

Malcolm John Fraser, the assistant pastor of Enumclaw's Sound Doctrine Church, was formally charged Thursday afternoon with first-degree rape of a child.

Fraser, 39, was arrested by Enumclaw police March 20 and will be arraigned April 5.

According to charging papers made public Thursday, Fraser is alleged to have had repeated sexual contacts with a girl during 2005 and 2006. While it was noted intercourse did not occur, other sex acts have been alleged. Papers filed by the King County Prosecutor's Office state that Fraser forced the young girl to engage in certain sex acts.

A "probable cause" statement issued by the Enumclaw Police Department said the issue was first brought to police attention March 12, when the EPD received a report from Child Protective Services. According to the police document, CPS said a youngster "had been molested by the assistant pastor of a local church during the time frame of 2005 to 2006." The girl is now 17.

An Enumclaw detective interviewed the teenager the afternoon of March 19 at the police station. She indicated Fraser had lived with her family from 2005 to 2006.

The victim alleges Fraser visited her room more than 20 times, after midnight, and touched her in an inappropriate manner. While rubbing her chest, genitals and buttocks, Fraser "would cover her mouth so she would keep quiet and not yell," according to the report. The victim said she attempt to fight, but Fraser would threaten to hurt the child or her mother. The victim said Fraser informed her she would go to hell if she told anyone what was occurring.

The afternoon of March 20, Fraser was arrested at the office of Winepress Publishing, 1730 Railroad St. in downtown Enumclaw. Sound Doctrine Church owns that business, as well as Salt Shaker Christian Bookstore, another downtown venture.

ScienceDaily (Mar. 20, 2012) ? Diseases such as kidney failure and endocrine tumors are among the suspects causing high blood pressure -- but could the common pain relievers in your medicine cabinet be the culprit?

According to Prof. Ehud Grossman of Tel Aviv University's Sackler Faculty of Medicine and the Sheba Medical Center, many common over-the-counter and prescription medications are underlying causes of hypertension, which is a major risk factor for stroke, heart attack, and aneurisms. The chemical components of the drugs can raise blood pressure or interfere with anti-hypertensive medications, he explains. And while many medications can cause this drug-induced hypertension, both patients and doctors remain dangerously uninformed.

His recent research was published in the American Journal of Medicine.

Weighing the treatment options

"In diagnosing the causes of hypertension, over-the-counter drugs like ibuprofen are often overlooked," says Prof. Grossman. Patients often assume that because a medication can be obtained without a prescription, it's relatively harmless. But that's not always the case.

Many of the medications that are linked with a rise in blood pressure are quite widely used, says Prof. Grossman, whose research provides an overview of which medications are related to high blood pressure. Examples include contraceptive pills, various anti-depressants, anti-inflammatory pills to control pain. and bacterial antibiotics.

Though high blood pressure is a known side effect of many of these medications, doctors do not always account for them in their treatment plans, and they don't inform patients of the potential risks associated with these medications. It's ultimately the doctor's responsibility to weigh treatment options and present the best course for their patient should issues of hypertension arise, Prof. Grossman says.

Doctors may be advised to decrease the dosage of the drug, or add an anti-hypertensive drug to the treatment regime, he says. In any case, awareness on the part of both doctors and patients needs to be raised. "Many physicians don't account for this, and some don't even know about it. It's their responsibility to be informed and make sure that their patients are aware that this is a possibility."

Cost and benefit

Though much of the time a course of treatment can be altered to account for the dangers of hypertension, that isn't always the case. For example, new anti-vascular endothelial growth factor drugs, which may increase blood pressure, block the formation of new blood vessels and arteries to solid tumors. Because the drugs are so effective in treating these malignancies, the benefit outweighs the cost, he believes.

But that doesn't mean that patients shouldn't be watched closely for signs of hypertension. "Once a patient has won a longer life with the use of these drugs, you don't want to expose them to problems associated with blood pressure, such as stroke," says Prof. Grossman. There are simple ways to counteract drug-induced hypertension, such as the thoughtful addition of anti-hypertensive medications to a treatment plan, he says.

WASHINGTON (AP) ? Federal Reserve Chairman Ben Bernanke will take a break from his day job Tuesday afternoon to revisit the academic life he led before coming to Washington a decade ago.

In the final two, on March 27 and 29, Bernanke will review the roots of the 2008 financial crisis and the Fed's response to the crisis and the recession that followed.

GW assembled the class of 30 from 80 applicants who wrote essays on what they hoped to learn from arguably the second-most-powerful U.S. official after President Barack Obama.

For a Fed chief who has set new standards for public accessibility, the GW lecture series marks another first: None of Bernanke's predecessors ever helped teach college students while serving as chairman.

For Bernanke, the GW lectures also serve a dual function:
